So, it’s finally out there for us to pore over. A little under an hour ago, Ben Bradshaw outlined the main points of Stephen Carter’s baby. If you want to watch the Culture Minister and his Tory counterpart duking it out on the green benches, you can see it here. And if, like us, you want to read, learn and inwardly digest the report, you can download it from the Department for Culture, Media and Sport. Main points of the review are below.

•A levy placed on all fixed phone lines to help pay for broadband for all.
•Some of the licence fee from the BBC to be diverted to fund universal broadband access.
•£300 million Home Access scheme to give kids access to the web.
•All national radio stations to go digital by 2015.
•Illegal filesharing A Bad Thing, perpetrators will have their internet connection reduced.
•Regional news pilots between now and 2013 to be funded using money from the licence fee digital switchover.
•The Beeb and Channel 4 discussions still ongoing.
•Public services to be delivered online wherever possible, in an attempt to modernise Government.
•Martha Lane Fox given the job of “Digital Inclusion Champion.” Champion.

We’ll be back with an analysis of the report later.
