Job creation via broadband ?

Gordon Brown appears to be contemplating throwing money at the impending unemployment crisis by "creating" 100,000 jobs through investment in a range of infrastructure projects.
In a Guardian interview the Prime Minister talks of broadband as the modern equivalent of the roads, bridges and dams constructed in the USA under Roosevelt's "New Deal" programme some 75 years ago.....
"When we talk about the roads and the bridges and the railways that were built in previous times - and those were anti-recession measures taken to help people through difficult times - you could [by comparison] talk about the digital infrastructure and that form of communications revolution at a period when we want to stimulate the economy. It's a very important thing."
With similar mood music emanating from the EU we can expect some form of initiative probably along the lines of "amalgamating public sector demand" or connecting every school'n'hospital via a fibre-optic connection, but we're not expecting any widespread investment in residential broadband connectivity.
